A/HRC/13/72 The report further analyses difficulties in the implementation of Law 975 (2005) (the “Justice and Peace Law”), the increase in threats and illegal use of intelligence services against human rights defenders and others. It deals with the polarization between the Government and the human rights community and the Supreme Court. The report also deals with the increase in cases of sexual violence. It addresses significant gaps in the full realization of economic, social and cultural rights and de facto discrimination and marginalization of Afro-Colombian and indigenous populations in several departments. The present report also summarizes some of the main activities carried out by OHCHR-Colombia and formulates a number of recommendations. 2 GE.10-11819
