Report of the Special Rapporteur on contemporary forms of slavery,
including its causes and consequences*, **
Summary
The Special Rapporteur on contemporary forms of slavery, including its causes and
consequences, visited Togo from 27 to 31 May 2019.
Following an analysis of the normative framework and the existing institutional
architecture to combat contemporary forms of slavery, the Special Rapporteur examines as
a matter of priority the worst forms of child labour, including domestic servitude, in the
country. This is considered a key issue in light of target 8.7 of the Sustainable Development
Goals, which requires States to end all forms of child labour by 2025.
The Special Rapporteur acknowledges the solid legislative framework that Togo has
in place to prevent and address child labour, but draws attention to the need for closing
policy gaps and for more effective and coordinated implementation of existing laws. The
report concludes with recommendations to assist the Government and other stakeholders in
addressing the remaining challenges.
