Mandate of the Special Rapporteur on the adverse effects of the movement and dumping of toxic and dangerous products and wastes on the enjoyment of human rights The Human Rights Council, Guided by the Charter of the United Nations, the Universal Declaration of Human Rights, the International Covenants on Human Rights and the Vienna Declaration and Programme of Action, particularly on the question of the human rights of everyone to life, the enjoyment of the highest attainable standard of physical and mental health, food, adequate housing and work, access to information, access to safe drinking water and sanitation, public participation and the right to development, Bearing in mind paragraph 6 of General Assembly resolution 60/251 of 15 March 2006, Recalling all previous resolutions of the Commission on Human Rights on the adverse effects of the illicit movement and dumping of toxic and dangerous products and wastes on the enjoyment of human rights, in particular resolutions 1995/81 of 8 March 1995, 2004/17 of 16 April 2004 and 2005/15 of 14 April 2005, Affirming that the transboundary and national movements, and the dumping of toxic and dangerous products and wastes may constitute a serious threat to human rights, including the right to life, the enjoyment of the highest attainable standard of physical and mental health, food, adequate housing and work, access to information, and to safe drinking water and sanitation, public participation and the right to development, Reiterating that all human rights are universal, indivisible, interdependent and interrelated, Reaffirming that the international community must treat all human rights in a fair and equal manner, on the same footing and with the same emphasis,
