A/HRC/44/2
clarification was provided on another 6 recommendations, indicating which part of the
recommendations was supported and which part was noted.
440. The delegation expressed renewed thanks to the participants and its determination to
achieve improved results on their human rights situation in various fields. The delegation
expressed gratitude to the substantive comments of some non-governmental organizations,
stressing that some of these views, presented in a spirit of constructive criticism, will be
carefully studied and considered.
441. However, the delegation stated that there are shortcomings, among some of these
organisations, with respect to their interpretation of Kuwaiti laws, and their overall role in
preserving the human rights system in its broadest sense.
442. The delegation urged all organisations to study laws and legislations accurately,
objectively, and void of any agendas or secondary goals, in order to better understand the
facts. In the end, it is in the interest of civil society organizations to work constructively
with Kuwait in order to strengthen judicial bodies, ensure the implementation of the law,
maintain order, and strive to protect the rights and freedoms of everyone without violating
their dignity.
443. The International Covenant on Civil and Political Rights stipulates that universal
rights can at times be subject to restrictions, provided they take place in the context of
clearly defined laws, in order to protect national security, public order, public morals, and
respect for the rights of others, as is the case in the State of Kuwait.
444. The delegation stated that, while Kuwait will continue to consider the objective
views of those who aim to promote human rights both in Kuwait and internationally, it
emphasized that it will not heed the calls of those who seek to impose their values and
cultural perspective under the pretext of human rights, in the belief that this approach could
do more harm than good in the promotion of human rights.
445. The delegation stated that its approach to human rights is a comprehensive one that
addresses, amongst others, economic, social and cultural issues, and that its intent is clearly
visible through its international humanitarian efforts, including with the United Nations. Its
positive humanitarian role is a source of pride for Kuwaitis.
446. Finally, the delegation reaffirmed its commitment to cooperate with the universal
periodic review mechanism. Its support for the majority of recommendations received
underscores that commitment, and the final approval of its third cycle report of the Working
Group on the Universal Periodic Review by the Council is a source of pride for Kuwait and
it enhances its sense of responsibility to continue promoting human rights.
