A/HRC/27/31 that end, relevant United Nations entities, as well as other relevant stakeholders, should provide necessary technical assistance to States in the application of the technical guidance, including through the development and dissemination of tools for its operationalization at all relevant stages of national planning and action cycles for child health and survival. 98. States and other relevant stakeholders are strongly encouraged to take into account the technical guidance in their deliberations on the post-2015 development agenda, as well as in the implementation and monitoring of the new development goals. 99. OHCHR invites human rights mechanisms to pay particular attention to State efforts to reduce under-5 mortality and morbidity. 21
