Report of the Special Rapporteur on the situation of human rights in
Belarus
Summary
In her report pursuant to Human Rights Council resolution 41/22, the Special
Rapporteur on the situation of human rights in Belarus, Anaïs Marin, describes the situation
of human rights in Belarus. The report analyses the situation of civil and political rights and
pays special attention to economic, social and cultural rights. The findings of the Special
Rapporteur indicate the absence of significant improvements and the necessity for the
Government to clearly demonstrate its commitment to address long-standing issues by
introducing concrete durable changes. On the basis on the identified human rights concerns,
the Special Rapporteur provides recommendations to the Government of Belarus on how to
promote and protect the human rights of all in Belarus.
