In chapter II of the report, the Special Rapporteur lists his key activities undertaken from 1 August 2011 to 2 April 2012. In the main report, contained in chapter III, the Special Rapporteur describes the legally binding and internationally recognized human rights of victims of terrorism, and elaborates on the corresponding international obligations of States to secure those rights. He recommends that States move towards enshrining those rights and obligations in a specific international instrument. * GE.12-13780 Late submission.
