Technical assistance and capacity-building to improve human rights in the Sudan 37. Reference is made to the oral report of OHCHR on progress towards the opening of a country office in the Sudan (see para. 95 below). Enhancement of technical cooperation and capacity-building in the field of human rights 38. Reference is made to the report of OHCHR on the activities undertaken by OHCHR and relevant United Nations country teams and agencies and regional organizations to support States’ efforts to promote and protect the human rights of prisoners, including women prisoners and offenders, in particular in the implementation of the United Nations Standard Minimum Rules for the Treatment of Prisoners (the Nelson Mandela Rules) and the United Nations Rules for the Treatment of Women Prisoners and Non-custodial Measures for Women Offenders (the Bangkok Rules) (A/HRC/44/37) (see para. 94 below). 3. Promotion and protection of all human rights, civil, political, economic, social and cultural rights, including the right to development Economic, social and cultural rights Right to education 39. In its resolution 35/2, the Human Rights Council decided to extend the mandate of the Special Rapporteur on the right to education for a period of three years. The Council will consider the reports of the mandate holder, Koumbou Boly Barry (A/HRC/44/39 and Add.1–2). Extreme poverty and human rights 40. In its resolution 35/19, the Human Rights Council decided to extend, for a period of three years, the mandate of the Special Rapporteur on extreme poverty and human rights and requested the Special Rapporteur to submit an annual report on the implementation of that resolution to the Council. The Council will have before it the reports of the former mandate holder, Philip Alston, (A/HRC/44/40 and Add.1–2) presented by the new mandate holder, Olivier De Schutter. Right of everyone to the enjoyment of the highest attainable standard of physical and mental health 41. In its resolution 42/16, the Human Rights Council decided to extend the mandate of the Special Rapporteur on the right of everyone to the enjoyment of the highest attainable standard of physical and mental health for a further period of three years and requested the Special Rapporteur to submit an annual report to the Council covering all activities relating to the mandate. The Council will consider the reports of the mandate holder, Dainius Pūras (A/HRC/44/48 and Add.1–2). Civil and political rights The promotion and protection of human rights in the context of peaceful protests 42. In its resolution 38/11, the Human Rights Council requested the High Commissioner to prepare a thematic report on new technologies, including information and communications technology, and their impact on the promotion and protection of human rights in the context of assemblies, including peaceful protests, and to submit it to the Council prior to its forty-fourth session. The Council will have before it the report of the High Commissioner (A/HRC/44/24) (see para. 23 above). 6
