Study by the Human Rights Council Advisory Committee on
the possibility of utilizing non-repatriated illicit funds to
support the achievement of the 2030 Agenda for Sustainable
Development

In its resolution 40/4, the Human Rights Council requested the Advisory Committee,
in preparation of the study requested by the Council in its resolution 34/11 on the
possibility of utilizing non-repatriated illicit funds, including through monetization and/or
the establishment of investment funds, to seek the views of regional and international
experts and organizations, as well as United Nations bodies and non-governmental
organizations, including by holding a one-day meeting in Geneva in April or May 2019.

At its twenty-third session, held in July 2019, the Advisory Committee, taking into
account that, due to administrative and budgetary constraints, the meeting proposed by the
Human Rights Council in resolution 40/4 would take place only after the Council’s fortysecond session, decided to recommend that the Council extend the time scheduled and that
it request the Advisory Committee to submit the report on the possibility of utilizing nonrepatriated illicit funds, with view to supporting the achievement of the goals of the 2030
Agenda for Sustainable Development, at the forty-third session of the Human Rights
Council.

The above-mentioned one-day meeting is scheduled to take place in Geneva in
October 2019.

Accordingly, the above-mentioned report of the Advisory Committee will be
submitted to the Council at its forty-third session.
