The Government furthers the implementation of activities and programmes aimed at promoting a human rights culture, for instance through the curricula of basic, secondary and university education, and the training courses for public officials and law enforcement personnel. It is determined to continue pursuing these efforts. In light of the foregoing: • The following recommendations have been accepted: 63, 118, 119, 120, 121, 122, 123, 164, 179, 184, 280, 281, 285, 288, 290, 292, 294, 309, 343 and 358; • The following recommendation has been partially accepted. 326. F. The rights of women, children, persons with disabilities, families and other groups 11. Egypt believes that the family is the foundation of society, and the Constitution requires action to be taken to ensure its cohesion and stability and to consolidate its values. In the international context, Egypt promotes respect for the obligation to protect the family enshrined in the Universal Declaration of Human Rights and the two International Covenants. The Government proclaimed 2017 the Year of Women, 2018 the Year of Persons with Disabilities and 2019 the Year of Youth. It has also adopted a number of legislative measures and launched programmes aimed at empowering women, young people and persons with disabilities, promoting the rights of the child and providing children with the necessary care and protection, as described in detail in the national report. The Government is determined to continue pursuing these efforts. G. Civil and political rights 12. The Constitution guarantees freedom of belief and prohibits all forms of discrimination. Any incitement by word or deed to hatred or discrimination constitutes an offence, and the State takes the necessary steps to prevent individual practices that contravene this norm. The Constitution and domestic legislation also guarantee the right to establish civil associations and to demonstrate peacefully by notification. The Government firmly believes that freedom of the media and freedom of opinion and expression are the cornerstones of a sound democratic system. Citizens are equal before the law without distinction on any grounds. The Government takes vigorous action to combat impunity in GE.20-03395 5
