Economic, social and cultural rights

The Government has launched a Sustainable Development Strategy for the period
until 2030, and is taking steps in that context to implement major projects to provide
employment opportunities, adequate housing, safe drinking water, sanitation and health
care, to promote respect for cultural pluralism, and to improve the quality of education. The
Government is determined to provide a decent life for all citizens without discrimination,
with the participation of civil society, the private sector and international development
partners. It continues to implement its plan for comprehensive economic reform and
conversion of the informal economy into a formal economy with a view to encouraging
domestic investment, attracting foreign investment and increasing the economic growth
rate. In light of the foregoing:

Combating human trafficking and illegal migration

The Government takes vigorous action to combat the crime of human trafficking,
both by prescribing harsher penalties for such crimes and by protecting victims’ rights
through the National Strategy for Combating Trafficking in Human Beings (2016–2021).
While the Constitution guarantees freedom of movement, residence and migration, and
requires the interests of Egyptians residing abroad to be upheld, it prohibits all forms of
enslavement, forced exploitation, the sex trade and other forms of trafficking in human
beings. The law criminalizes all forms of smuggling of migrants and recognizes the right to
