The NI Unit of OHCHR has responded to the consistently increasing demand from
Member States and stakeholders for in-depth expertise, such as on suitable models for
establishing an appropriate constitutional or legislative framework, and on the nature,
functions, powers and responsibilities of NHRIs in compliance with the Paris Principles.
The integration of NHRI-related activities throughout OHCHR has become a reality and
the United Nations can now rely to a great extent on NHRIs as implementing partners
rather than solely as beneficiaries. The establishment of new institutions, however,
requires concerted effort and should not be rushed. In some instances, more national-level
consultations should be held at an early stage, with particular attention to the inclusion of
civil society. There is also a need to continuously review compliance by NHRIs with the
Paris Principles.
