Amnesty Amnesty International is unaware of new efforts on this front. ICJ A post called JMO Anthropology was created in early 2018 at the Institute of Forensic Medicine and Toxicology. It was anticipated that orders would be directed to him when mass graves are found. He would then float a team that includes JMOs around the area of discovery. An anthropology laboratory was set up under the Institute and the Ministry of Health. This way, a permanent JMO would be in charge of the process, thereby guaranteeing continuity. There would also be a secure location at which to store the samples. However, this has not been formalised as yet.80 Although Section 17 of the OMP Act provides for the institution of a tracing unit, this is yet to be instituted and it only played an observatory role in the excavations of the Mannar mass graves. According to the media statement of the OMP, the process of unearthing and selecting samples were carried out by a team inclusive of the Consultant Judicial Medical Officers, the Post Graduate Institute of Archaeology from the University of Kelaniya, the Police and the Government Analysts Department. 81 The consistent failure of the existing apparatus to respond to the mass graves uncovered in several parts of the island including Matale and Batticaloa demonstrates the grave need for a special unit.
