Paragraph 6, 66
OMP
The OMP has an explicit mandate to provide or facilitate administrative or welfare services
and when required, psychosocial support to relatives of missing and disappeared persons.66
The OMP is currently developing a psychosocial responsiveness strategy and recruiting staff
for its implementation. The strategy is framed by the following principles: non pathologizing
of the grief and suffering of families; extending non-discriminatory positive regard to
families; not forcing closure on the grief of not knowing the fate of a disappeared loved one;
strengthening resilience of families; strengthening community support circles; embedding
respect and psychosocial sensitivities into all systems, functions and interactions with
families. The OMP is seeking to operationalise its strategy by a) strengthening the internal
capacity of the OMP to effectively recognise and respond to psychosocial concerns of families
and safeguard staff well-being; b) through direct responses and referrals, facilitate focused
therapeutic and other psychosocial care to members of families of the missing and disappeared
persons whose wellbeing is critically affected; and c) enable wider policy and social
environment to recognise the challenges of living with uncertainties around missing and
disappeared loved ones.
Level of implementation and
observations (to be completed
by the WGEID)
The Working Group welcomes
information from the OMP that it
has an explicit mandate to
provide
or
facilitate
psychosocial assistance and is
developing a strategy in this
regard. It also notes information
indicating that civil society is not
aware of these plans and
encourages further outreach. It
further
encourages
swift
operationalisation of the planned
assistance and to ensure it is
confidential and provided in line
with best practices.

OMP has not done this yet. I am not sure whether they have recruited investigators.

A/HRC/42/40/Add.1
As stated in Paragraph 4.15 of the OMP’s Annual report, the Office has an explicit mandate
to provide or facilitate administrative or welfare services and when required psychosocial
support for relatives of the missing and disappeared persons. These services seek to integrate
psychosocial responsiveness into the systems and functioning of the OMP and facilitate the
organisation’s capacity to address issues faced by families.
