With a view to encouraging the public to make formal complaints to law enforcement authorities in respect of any incident of surveillance or harassment, the Ministry of Law and Order, on 16th March 2018, issued a media statement in all three languages notifying the public of the mechanisms that are available to make a complaint regarding any incident of surveillance or harassment. The mechanisms available by which to lodge a complaint on an instance of the above, are as follows: ● National Police Commission -1960 (hotline), 0115 107 722 Government to take further actions including to actively disseminate and publicise the orders, to fully investigate previous and new cases and to prosecute perpetrators. The WGEID is concerned that surveillance in particular has not visibly diminished, and, as mentioned by the Special Rapporteur on the rights to freedom of peaceful assembly and of association in his recent end of Mission Statement in July 2019,, even occur during Special Procedures visits.10 Situation during the visit A/HRC/33/51/Ad d.2 ● Human Rights Commission of Sri Lanka – 1996(hotline) 0112 505 575 ● Special Investigations Unit of the Sri Lanka Police – 119 (hotline) ● TELL IGP – online complaints portal – http://www.telligp.police.lk OMP The OMP made recommendations and requested the cooperation of the Attorney General, Inspector General of Police, and the Secretary to the Ministry of Defence, and the Commanders of the tri-forces to take action to prevent and investigate incidents where victims, witnesses and other justice collaborators have been threatened or intimidated. In its Interim Report of August 2018, the OMP highlighted on going challenges faced by families of the missing and disappeared and justice collaborators including relating to incidents of threats, harassment, intimidation and surveillance.3 In particular, the Interim Report highlighted two specific incidents of alleged attacks against a family member and a justice collaborator.4 In a number of individual cases the OMP made interventions to relevant authorities where families of the missing and disappeared and justice collaborators had been threatened, intimidated or subjected to surveillance.
