As requested in the resolution, this study takes into account the outcome of the panel discussion on the role of prevention in the promotion and protection of human rights, held at the twenty-seventh session of the Council. This study seeks to provide further content to the concept of prevention of human rights violations, identify practical means through which to prevent violations, and highlight the role of international and regional stakeholders.
