Following two introductory sections, in sections III and IV the Special Rapporteur refers to a number of challenges and good practices in law and in practice in relation to the exercise of the rights under his mandate. Section V addresses the importance of guaranteeing the right of association and peaceful assembly in a democratic transition Finally, in section VI, the Special Rapporteur formulates conclusions and recommendations. * The summary of the report is being circulated in all official languages.
