Report of the High Commissioner for Human Rights on her
Office’s consultation on operationalizing the framework for
business and human rights*
Summary
The present report is submitted in response to Human Rights Council resolution 8/7
in which the Council requested the High Commissioner for Human Rights to convene a
two-day consultation on the issue of human rights and transnational corporations and other
business enterprises, bringing together the Special Representative of the Secretary-General,
business representatives and all relevant stakeholders, including non-governmental
organizations and representatives of victims of corporate abuse, to discuss ways and means
to operationalize the “Protect, Respect, Remedy” framework on business and human rights
put forward by the Special Representative. The report contains a summary of the
proceedings from the consultation which took place on 5–6 October 2009 at the Palais des
Nations in Geneva.
