The representative of the Ministry of Family, Labour and Social Services recalled
that Turkey had signed the Council of Europe Convention on Preventing and Combating
Violence against Women and Domestic Violence (the Istanbul Convention) in 2011 and
had been the first State to ratify it without any reservations. The law on the protection of the
family and prevention of violence against women, drafted on the basis of the Istanbul
Convention, had entered into force in 2012. The third national action plan 2016–2020 on
combating violence against women was currently in force. The coordination plan on
combating violence against women for 2020–2021 had been prepared by all relevant
institutions to strengthen the State’s policies to that end.

The head of the delegation thanked everyone who had contributed in a constructive
spirit to the review. He also expressed gratitude to the troika and the staff of the Office of
the United Nations High Commissioner for Human Rights.
II. Conclusions and/or recommendations

The following recommendations will be examined by Turkey, which will
provide responses in due time, but no later than the forty-fourth session of the Human
Rights Council.

Accede to and fully align its national legislation with the Rome
Statute of the International Criminal Court (Estonia);

Promote measures that allow investigation, prosecution and
sentencing of acts of enforced disappearance and consider signing the
International Convention for the Protection of All Persons from Enforced

Ratify the Optional Protocol to the Convention on the Rights of the
Child by establishing a presentation procedure and harmonize national
legislation with the Convention on the Rights of the Child and its protocols
(Chad);

Consider acceding to the 1954 Convention relating to the Status of
