Report of the United Nations High Commissioner for Human Rights
on the situation of human rights in Colombia* **
Summary
The document describes the main developments in Colombia during 2007 regarding the
situation of human rights and international humanitarian law, covered by the agreement between
the Government of Colombia and the Office of the United Nations High Commissioner for
Human Rights (OHCHR), which was renewed in 2007 and remains in force until October 2010.
The report highlights the fact that the intertwined dynamics of the internal armed conflict,
drug-trafficking and organized crime continue to weigh heavily on the human rights situation. At
the same time, the report notes the persistence of structural problems in certain State institutions.
Throughout the year, the need to guarantee the rights of all victims of violations of human rights
and breaches of humanitarian law was placed at the centre of public debate. The document
stresses that it is urgent and imperative to make a proper and timely response to their claims.
