Summary
In the present report, submitted pursuant to Human Rights Council resolution
40/24, the United Nations High Commissioner for Human Rights provides an update on
the implementation of resolution 40/24 from 1 November 2018 to 31 October 2019. She
describes the expansion of the settlement activities of Israel and its negative impact on the
human rights of Palestinians. The report focuses on the developments that have
exacerbated the prevailing coercive environment in parts of the Occupied Palestinian
Territory to the extent that it may have led to forcible transfer. The High Commissioner
also addresses issues relating to Israeli settlements in the occupied Syrian Golan.
