She describes the expansion of the settlement activities of Israel and its negative impact on the human rights of Palestinians. The report focuses on the developments that have exacerbated the prevailing coercive environment in parts of the Occupied Palestinian Territory to the extent that it may have led to forcible transfer. The High Commissioner also addresses issues relating to Israeli settlements in the occupied Syrian Golan. * Agreement was reached to publish the present report after the standard publication date owing to circumstances beyond the submitter’s control.
