The Government of the Sudan and the Government of South Sudan must resume negotiations on resolving their differences on the conduct of the Abyei referendum, including by promptly setting up the Abyei Referendum Commission and taking concrete steps to reduce tensions between the Dinka and Misseriya communities through dialogue and negotiations. 29
